REPERCUSSION ON THE MASSES.

Received Tuesday 7 p.m. RIGA, March 14. The recent belligerent speeches of Rykoff, Voroshiloff. Kaljnin, Bukharin and others, predicting an ' early war with capitalistic countries so agitated the masses that they began hoarding foodstuffs and clothing and increasing prices. The leaders are now busy destroying their own utterances with assurances that although war is inevitahle it wil certainly not occurr in 1927. The masses must continue their oceupations without fear or excitement while the' Soviet strengthens the Red Army and auxiliary forces in readiness for a coming, though not immediate, armed clash.
