Received Thursday 5.5 p.m. TOKYO, March 9. The earthquake districts have been swept by fierce rain and high winds. Rain-swollen rivers increasing the difiiculties in transporting relief, while already shaken raiiway embankments are tumbling, making the prospect of an early reopening of the railways hopeless. A request for the immediate despatch of troops to assist in burying the dead and transporting the injtired has reached Kyoto. The city battalion of engineers is proceeding to the scene.
