WAITAKI COUNTY OOUNCIL

The annual monthly meeting of the Conoby Council wm held In the Chambers yesterday, when there were present, MeiirsSubberland, (dhairman) Shaw, Thomson, Hall, Isdale, Falconer, M'Kerrow, Stringer, and Borrie. The minutes of the previous meeting were read and contirmed, and the outward correspondence approved. Accounts amounting to L 365 15a 2d were passed for payment. A. letter was read from Mr H. J. H Blow, under secretary for railways, stating that ho had tho honor by instruction of the Minister for Railways to state with reference to the Council's notification re charges for carriage of wool in the Oaraaru district would be considered. — Iteceivod The secretary to the Oamaru Harbor Board, Mr Thos. Forrester, wrote asking the Council to supply the Board with ft separate valuation roll for the portion of the Oamaru Harbor district, within the rating district, as provided by sub-section 2, clause 5, of the Rating Act, of 1894, and charge the coab of providing such books to the Board. Attached was a description of the boundaries of the Oomaru Harbor District. It was resolved to supply the books required at) the Harbor Board s expense. Mr Edward Fricker, of Uxbridge, wrote asking for leave to pub a gatoway to his paddock, section 1 , block 1 to lead into roadline bebween sections 29 and 30, block 1. As there was o ditch about two feeb deep, a sraal culvert with pipes would be necessary, but the work could be done by tin surfacemen. — Referred to tltf Engineer to report. Mr Jas. Gatfield, of Blakely Eveline, wrote asking for a slaughter ing license for his premises. Constable Hunb, inspector ol slaughter houses, wrote stating that lit hid visited Mr Gattield's premises, and objected to Mr Gatfield's inten^ tion to slaughter in the Mlmongery but poinbed out a suitable place on Mi Gat field's property with a joncret( floor, water laid on, and connected with a drain to the beach. Mr Hall reported thab thi3 mattei had been settled, the surfaceman hay ing received instructions from him te put it tight. Messrs David Munro, J. Braidford, F. G. Culling, and Alfred Hull, residents and ratepayers o£ Moeraki wrote statiDg that the township su tiered a grevious hardship from the droves of cattle and horses bein<. depastured the.ie by persons outside the township, and who had no right to run cattle nt all. The oxisting arrangements were entirely inadequate to abate the nuisance, and asked that Mr Braidford be appointed to act as ranger for the township free of charge to the Council. Mr M'Kerrow saw no objection bo granting the application and making the appointmeob. He confessed the nuisance was very annoying. He moved tbab it be given a trial aa re quested. Do wling, for colonial manager) wrote applying for con" veyance ot the old road line passing through section 50, block 2, and iec~ tion 29, block 4, Oaraaru district. Mr Dowling stated tbab the old road had proved impracticable, and an arrangmenb wai made with bhe Waitaki and Wivareka' Road Board for opening up a new road from Chelmer streeb through properby now belonging to the Compauy to the dirbricb road — continuation of Eden street. Mr H. Hille, of Kurow, wrote asking for L 25 to assist him in making a suitable track to hig small grazing run, No. 3, of 23, Kurow district, aa ho required to cultivate a few acres to grow fcod for cheep. — Application declined. Dr Stewaib wrote stating that a year ago ho had acquired section 8, block 11, and section 5, block 12, Maerewhonua, f> which the only access was through a piece of land which has iinco been bought by Mr Holmes, tho proso'jb tenant of tho section loferred to. He has fenced the land so that now section 5, block 12, cannot be approached save by leave of the suriounding property ownerd. Ho asked thab a right-of-way bo granted and the old road established. The Engineers report was as follows: The plan herewith shows tho present position of roads on the Kakanui H.iL on Sections 18 and 17 and 2 of 16, Block 7, and noitli of sections 45 block 8, Oamaru Survey District. From it you will see that the road is still open, but tho Kakanui river lias washed away about 28 chains of it north ol 3i>ct on 45, blook 8, ami 2 of 10, block 7, Where tho encroachment is greatest the present luuk of the river is five chains south of the road, so that it would be necessary te ero^i the rivor twice. In tho present state of the liver the road would be useless for traMio even although crossings were formed over the embankment along tho Kakanui. ■* s intended, I have taken section foi foi mation of portion of Main street, Kurow Xoith, of railway crossing. This portion ol the street is low and t-hould be formed, but unless rotten rock is laid, it will bo very rough owing to the stoney nature of the ground. I have also taken section of Fergusson Kurow. The ground here too is very itoney and if the road is formed iv tten lock should bo laid down. Wcrj rotten tock laid on a few soft places the road might do in the meantine. I have inspected the road to Phillip's coal pit and find that about 20 chains in section ') block 4, Kurow, are very soft. 1 have again inspected the Awakino at the upper f rd where it is proposed to cicct a stock bridge. The water is still being liverted, and is flowing in several channels is described in my report of November 22, 1891. With regard to the probability of the stream romaining in the eastern channel if allowed to return to it, I can only repeat th.it it probably will remain for some years, out may shift during the first flood. It must not be forgotten that a bridgo with piers in water almost always tends to mako ,\ shingle river shift. Road between sections 76, 116—122, 126, 127, and 172—189, block 4, Papakaio, has never been formed, and is very rough. I would recommend that it be formed. The road referiedto by the Engineer 13 the road running in behind the old Vledora Hotel to locholme. Ib ia not closed. The ratepayers generally did not wish any money spenb upon ib. They only wanted to know the position of the road. The erection of a bridge over the Upper Awakino war deferred. Tenders was ordered to be called for tho resb of tho work mentioned.
