OAMARU BOROUGH COUNCIL.
The usual fortnightly mooting of the Borough Council, held last night, was attended by his Worship the Mayor and Messrs An ken, Bee, Milne, Meek, M'Dowell, Hedley, Fttirley, Hamilton, Vernor and Davidson. The minutes of the previous meeting were read and confirmed, and the outward correspondence approved. The Mayor stited that owing to the holiday?, tho Assessment Court and other things, some del-ty had been caused to the business of tho C( uncil, and the matters submitted to the various Committees for report had been deferred, but would bo dealt with during the coming fortnight. There had bd'en nothing, however, delayed of an important nature. Accounts amounting to L 234 Is 4d vrero passed for payment. Mrs B. M'Gregor applied for a transfer of express licence to Mr Wm. James. — Agreed to. Mrs Mary Currio applied for permission to lay a drain pipe across tho footpath from section 20, block 11, Humber street.— Granted. The new ranger (Mr J, Wray) wrote asking for information with respect to herding cattle on the streets. He hnd gone after cows that he thought were straying at large, and whon he got to them he discovered that some one came along and claimed that they were herding them. He also wanted to know if cows could be pounded oQ corporation sections. The M»yor said the information had been aapphed by the Clerk. Tho Magistrate had decided that a man could take a whole day to drive a cow from milking to the paddcck. The owners had no right to tether their cowa on tho street or on corporation sections. He thought that if the cows were not being driven to a paddock they could be impounded. After discussion, in which councillors
spoke of compJainta they had received concerning the cow nuisinoe, ib was decided to instruct fcho ranger to carry out the act. ! Mows Rosio and Tait, on bohilf of Mrs John Currie, applied for permission to cr. ot a soulloiy to house on aectiou 20, block 11.— Granted. The Ruservoa Oommittoes report dealing with cortain munioipal properties vraa adopted. The Gas Committee reported reoom* mending the pu. chase of another water motor for thu gas works. It waß used for oxh msting the retorb3. — Approved. Tho engineer reported hs folowh : I have the honor to report that tho five chains of cioss-ditch and rubblo stone culveit will bo completed to-day oxept tho •urface filling with the scoop. On the Bth instant Mr Fraser leported having tapped a good flow of Mater at tho 4th chain of this ditch, and on taking measurements I found tho discharge at the entrance of tho concrete culvert had increased to about 750 gallons per minute. With this quantity flowing at the present timo and the river being so very low, I deemed it advisable to inciease the dimensions of tho culvert to 20 inches by 16 inches in order to provide for tho extra discharge when tho river is in flood. At present we have about 000 gallons per minute from tho cross-ditch, and from the whole race about 2120 gallons per minute. M ' Vey and Co, have not yot commenced tho shingle carting contract to (irota street, etc , and I beg to suggest that tho next tender bo accepted, or the next two jointly, as there is only four shillings bctweon them, and tho work would bo sooner out of hand. Tho Mayor stated that they were waiting for a »eply us to whon tho Government engineer could visit tho raco extension, and that vtas tho lvason why tho engin -or did not recommend any hing. That portion dealing with tho crossditch and the raoo extension was adoped. Mr Hedley moved that unlesa Mr M'Vey staitdd tho work on Monday morning, and pushed tho work thrcugh speedily,' the next lowest tender be accepted on Tuesday, and Mr M'Voy's do', posit bo forfeited. Mr Davidson seconded the motion. Mr Meek suggested Out it bo a requirement to put on sufficient forco to complete the work within a loasonable time. Mr Hedley concurred. The Mayor could nofc agrcb with Mr HedKy'a motion. The Council hid given M'Vey long oiiough time. He had had four weeks to commence tho work, and had not done so. M'Vey's work whh very unsatisfactory, and he moved that tho engineer's report bo adopted. Mr Milne seconded the amendmont. Mr Hedleys motion was carried by G to 5, the Mayor voting. The Mayor submitted a list of atreots supplied by the onginoer requiting levelling and maintenance, and it whs losolved, on tho motion of Mr Davidson, that after tho Asst'ssmom Court h<id boon concluded a special meeting of tho Council bo held on Friday next to consider the income and expenditure, with a view to appoitioning amounts necessary for tho carrying out of stroet work", the onginoer to submit estimates of works necessary. It was rrsolved to ascertain the coit of weights for tho purposa of testing tho weighbridge. Tho Council then rose.
