WAR RISKS TO MERCHANT SHIPPING.
Sir Julius Vogel, (says thq "European Mail") makes public a suggestion, which originated with the Hon. Mr ,Waterhouse, of the Legislative Council of New Zealand, that in the event of war with Russia, the Government, with a view of preventing tho injury to tho merchant shipping and tho loss of trade which would Iks caused by a war risk, should, itself undertake tho war risk, and promptly pay all damage sustained by merchant shipping from acts of war.
