IMPOSITION OF A WAR TARIFF. REJECTION OF THE IMPERIAL GUARANTEE. PROROGATION OF THE ASSEMBLY.
A new Tariff Act has been passed — operation commences immediately. The following are the new rates. Sugary coffee, firearms, gunpowder, and articles hitherto free remain unchanged. Other articles are as follows : — Spirits and strong waters of every kind, sweetened or otherwise, of any strength not exceeding the strength of proof by Syke's hydrometer, and so on in proportion for any greater strength than the strength of proof — the gallon, 12s. Tea— the lb., 6d. ToWco — the lb., 2s. 6d. Wine in wood containing less than twentyfive per cent, of alcohol of a specific gravity of -825 at the temperature of 60 degrees Fahrenheit's thermometer — the gallon, 4s. Wine, in bottlo> containing le&s than 25 per cent of alcohol of a specific gravity of "825 at the temperature of 60 degrees Fahrenheit's thermometer : the gallon, 5s. Ale, beer, cider, and perry, in wood : the gallon, 9d. Ale, beer, cider, and perry, in bottle : the gallon, Is. 6d. Cigars and snuff: the lb., 4s. 6d. Cutlery, hardware, platedware, holloware, and ironmongery of all sorts, and candles and soap of all sorts : the cwt., 4s. Manufactures of silk, cotton, linen and woollen and all articles manufactured therefrom ; drapery, haberdashery, hosiery, millinery, furs, hats, boots, shoes, confectionery, bottled fruits, dried fruits, mustard, olive oil, pickles, preserves, sauces, spices, and oilmen's stores of all kinds (measuring outside the packages) : the cubic foot, 5s. The House of Representatives, on the motion of the Colonial Treasurer, has rejected the offer of the Home Government to guarantee the One Million of the Three Million Loan, on the grounds that the Act of the Imperial Parliament guaranteeing that loan required the territorial revenue (the land revenue of the different New Zealand Provinces, and which belong exclusively to the Provinces, are not touched by the General Government of New Zealand) to be pledged in security of that loan ; and because such a measure would greatly prejudice the rights of the creditors from whom the Provinces have borrowed money, such creditors having really a prior claim. The Assembly has passed a measure for a loan of a million, at an interest of 8 per cent., for which, of course, they will not solicit any Government guarantee. The Panama Mail Service Bill has been passed. The cost of the service will be about £80,000 per annum. The Assembly was prorogued on the 10th instant, to meet at Wellington in about four months hence.
