RESOLUTIONS IN REGARD TO THE WAR IN THE NORTH.

Tho Provincial Council of Ofcago havo adopted tho following resolutions :—

That in the opinion of this Council, tho time has arrived when it is tho duty of'this Provinco to declare its views with respect to the state of affahs in the Noith Island.

That this Council, whilo constantly refraining from the expression of any opinion that might embarrass tho General Government of the Colony in tho measui-es deemed necessary for tho suppression of the native rebellion, has nevertheless seen, not without great anxiety, that tho adoption of those measures involved sacrifices Avhich havo seriously crippled tho resources of this Provinco.

That the people of this Province were willing to make those sacrifices so long as they could reasonably hope that decisive and united action would have contributed to a lasting and honoi able peace. That after sixteen months' warfare, a deplorable loss of life, and the expenditure of a va&t sum of money, whereof no authorised account or estimate has transpired, no appreciable results haye been attained, while the good naxno of the colony has been perilled, and its credit shaken in Great Britain, whoro also the opinion has been created that {ho Avar is cairied on at the cost ot the mother count) y, for the purpose of transfoning the nativo land's to the. colonists, who are content to be t,hu« enriched iviLhont peuojuil or pocuniaiy risk to themselves—tin opiiiion which reflects with peculiar iojustieo upon the colonist's of the Middle Island, who

have cheerfully borne the principal portion of the colonial cost of a war with which thoy hatfe in reality no more direct interest than any other Provinco of tho British Empire. That it appears to this Council that the objects proposed to be secured at the last session of tho General Assembly, havo not boon gained, and tho sacrifices the people of tjus Province wore called upon to make, have been hitherto made in vain.

That in view of the immediate mooting of the Assembly, the Council declares its conviction that the Province is unable to endure a bmclen imposed for unattainable ends j and that, Unless souio measiues can be taken which shall lead to tho early termination of the war on terms consistent with tho honor of the colony and tho_ safety of the Northern settlements, this Province will endeavor to obtain tho concunonco of tho other Provinces of the Middle Island in a financial nml political separation of tho two principal islands of Now Zealand.
