PROVINCIAL COUNCIL.
Saturday, November 12th. The Speaker took the chair at 11 o'clock and opened the proceedings with prayer. The minutes of the last mooting were read and confirmed. On the motion of the Secretary of Public Works, the Bridge Ordinance was read a third time and passed. On the motion of (he Provincial Secretary, the Port Chalmers Municipal Estates Ordinance was read a third time and passed. The Provincial Secretary now stated that in consequonce of some delay in getting the Bills from the office of the Provincial Solicitor, his Honor was unable to come down to the House at 11 o'clock as had been proposed. It was desirable, therefore, that the Hoxise should adjourn till 12 o'clock, at which time Ms Ms Honoi the Superintendent would be ready. The Speaker having put the. question, the House adjourned till 12 o'clock. THE PROROGATION. Precisely at 12 o'clock, the Speaker took the chair. A minute or two after, his Honor the Superintendent entered, and delivered the following address :—- ---"Mr Speaker and Gentlemen of the Provincial Council, — "The work of the session having been brought to a close, I have now to thank you for the caro you have bestowed on the many important subjects to which your attention has been directed. " I desire particularly to express my entire concurrence with the views of the Council as enunciated in the important resolutions adopted by thorn on the subject of the existing relations between this province and the General Government of New Zealand. These resolutions, if followed by united and unwavering action on the part of our Representatives in the General Assembly, and supported, as 1 beliove they will bo, by the unanimous voice of the poople of the province, cannot fail to contribute materially towards tho production of those changes in om political position upon which our continued prosperity so greatly depends.. "The encouiagomont affouled by the Council for tho construction of a railway from Dunedin to tho river Clutha wjIL 1 trust, result in a successful effoi t towards tho accomplishment of a work which would confer incalculable benefit? upon the province. " The supplies which you have voted for the public service will bo administered with a duo regard to the intentions of the Council, and the various duties with which tho Government are charged will receive their unremitting attention. "Tho great impoitance of the solution of the question * How can our pastoral lands bo so disposed of as to produce the most beneficial results to tho whole population of the country,' induced mc to offer to you a few suggestions in regard to it, and I would now earnestly recommend the subject to tho consideration of members dm ing the vecoss, with a view to its full discussion and settlement at a future session.

"DuuGclin, 12th November, 18G4." His Honor handed his address to tho Speaker, and left the loom.
In a few minutes the members had dispersed, and the doors were closed.
