Mr Vogel reraaiked on seveial defects in the statement submitted by the Tieasuioi, and pointed out the advisability of being independent of tho Banks. He con&ideied the amounts expected to he rteuved from diffeient loans should have been specified, and made some lemaiks on the dosnableness of discussing seveial of the subjects intioduccd in the Supoimtendent's Addiess. Mr John Cargill agieed with Mr Vogel as to the degiadmg position of a Pi os nice dependent on a Bank foi supply. The subjects mtioduced in tho Supoimtendent's Speech would be discussed as resolutions of the House. Mr Vogel pointed out that the principal amount of revenue was denveu fiomeompaiativelypooi men The Sheep Inspectors Depaitmeut had not pmd expenses, and suggest cd a laigei amount of taxation on the pastol til inteiests. After some observations fiom Mr Cargill the Provincial Tieasui ei moved that the Estimated Revenue be &uplemented by £50,000 out of tho ILubor Loan, and £5O,CD0 fiom the £500,000 Loan. A condition, intioduced by Major Richaidson, recommending caution, waa appended, and the motion passed. The House went into Oommitteo on tho Licensing Bill. The seventh clause passed with amendments. Wednesday, October 20rH. Several notices of questions and motions were given. In leply to a question by Mr Vogel, Mr Adam said that the steps taken by the Government to give effect to the resolution ot the Council, lecommending the extension of the jurisdiction of the Magistrates' Courts, were the forwaiding the icsolution to the Colonial Secretary ; and while the Superintendent was in Auokland, conferiing with tlio General Government on the subject, who thought it unadvisable to extend the jurisdiction of the Couit in Dunedin. In answer to Captain Mackenzie, Mr Adam said tho Government did nob intend to introduce an amended Sheep Ordinance this session. In reply to Mr Vogel, the Secretary for Public Works said that Waikouaiti being connected with Dunedin by a good load, the Government did not think it neces&ary to expend £500 voted for the coustiuction of a jetty at present. In reply to Mr Macindrew, llie Piovincial Tieasurer said the Government wore not in a position to respond to the application for JtJ5000 by the Town Boaid of Poit Chalmeis. The motion of Mr CJ.uk fox placing £100 on tho E^tniiatts ior inipioMng the cometciy at Tokonnmiro, was negatived. The Pigu and Poultry Nuisance Ordinauce, the En-
closed Reserves Ordinance, the Educational Reserves Management Ordinance, and the Licensed Ilawkeis Ordinance, were nlso read a fiist time. The Cattle Bill was read a third time and passed. The Licensing Bill was further consideied in committee, and a clause prohibiting the sale of liquor in public houses on the Sunday was carried. The remaining clauses, schedule, and preamble, were re.id and passed. Thursday, Octobeb 27th. The Provincial Treasurer, in reply to Mr Brodie, said the Government had it in contemplation to introduce a resolution into the House relative to the Maori war. Several notices of motion were given. In reply to Mr Gleeaon, the Provincial Tro usurer said the Government did not intend opening the ports for the importation of cattle. In committee of supply, the Provincial Tieasurer oxplained that L4000 would bo savnl on the halfyear by reducing the salaries of the officers in the Civil Service of the Province, and L4000 more by a reduction in tho number of officeis employed. ■^ Miijor Richaidson moved a icolution exnressir^ tho opinion of tho Committee that .ill official salaiies should bo i educed Mr Vogel wished to know whether the discussion of tho .Reforms was an open or a Government question. Mr Macandrew moved an imendinent, afliiniing that in considering the Estimates it was iucuinlient to deal with official salaiies on then respective meiits. The motion was unanimously agieed to.
