TO THE ELECTORS OF THE DISTRICT OF LINDIS. pi ENTLEMEN,— A Writ Laving been VJT issued for the election of a representative for jour district in the Provincial Council, I beg to offer mi self us a candidate for jour suffrages. Although to many of jou I um well known, it is fitting that I bhould avail myself of this opportunity, and state pubhclj my views on some of the more prominent questions of the day, ancl also declare those principles which, should your choice fall upon me, I shall cu*r strne to maintain m the discharge of mj duties as a member of the Councd of tins Pro\ ince. To secure the future as well as the present welfare of the Prownce, it is, 1 behove, of the utmost importance that the expenditure of the Provincial revenues should bo strictly guarded, and confined within the narrowest limits consistent with the efficient performance of the public service. As I conceive that the embarrassment now happily passing away, has been in a great measure the result of events which none could foresee, aud but few control, I am not disposed to censure the political conduct of any former administration ; I shall, however, heartily support the wise and prudent measures now being carried out for departmental reform and retrenchment of expenditure. In my opinion, it daily becomes of moro urgency that greater attention should be paid to the settlement of an abiding population on the unsold Crown lands w r ithm the Province. Every effort should be made to retain those hardy and enterprising men who have come amongst us from the neighboring colonies, and whoso labors have so largely contributed to the advancement of this Province to the pre-eminent position it holds amongst the Provinces of New Zealand. Nevertheless, I shall feel it my duty to oppose any scheme for the disposal of the Waste Lauds within the Province, which would unnecessarily interfere with the rights of the present occupiers oi thobe lands, or in any way check tho prosperity and due extension of the pastoral interests If elected to represent you in the Council of tho Province, no efforts shall be wanting on my part to advance the local interests of the district, whenever I can do so consistently with my duty to the Province at large.
