LONDON, Monday. Tho mobilisation of reservists in the western provinces of Russia is resulting in alarming violence. Many Jewish shops have been looted, and some priests and officers killed. The military were employed to suppress the rioting. A thousand peasants crossed the frontier, but were driven back by Germans.
The Russian fleet, under Roshjestvenski, has sailed from Tangier, steaming west by south towards the Mediterranean.
Reuter’s agency at St. Petersburg reports that Russia has accepted Great Britain’s draft convention. It is expected that the Commission will meet in Paris in a fortnight. It is believed that far more than £IOO,OOO will be demanded from Russia for the outrage.
The Anglo-Russian Convention provides for four naval officers to be on tho Commission, one each from America, Britain, Russia and France, these to choose the fifth. The Commission sits at Paris as soon as possible, and will report on all circumstances of the disaster.
The “ Standard” says that a Japanese loan of £12,060,000 has been raised in Loudou.
The battleship Victorious (Captain Troubridge) flying the flag of RearAdmiral Bridgman, fieroiuMn command of the Channel Fleet, Magnificent (Captain Farquar) left Gibraltar, to patrol the strait*. The battleships Illustrious and Jupitor steamed westward.
Enrl Percy, speaking at Kensington, declared that Russia would give the only lf’paration possible. Instructions had boon given to the Baltic fleet to prevent a recurrence of such outrages. Mr. Balfour’s illness will probably cause him to be confined to his bed for three weeks.
The Canadian elections resulted m favour of Sir Wilfred LaUrier by a majority of 72. The firm of C. Arthur Pearson, Ltd., has purchased the London “Standard.” The general tone of the paper will remnin unchanged.
The Home War Office has ordered frqjn each of two private Anns, 7 batteries of new 18-pounder guns, considered to bo the Dost, quick-firing field-piece in the world. The Woolwich Arsenal is also constructing some guns of a similar pattern.
