Mangonui County Council.
A meeting of the Mnngonm County Council took place in the Council Chambers, Mangonui, at 3.30 p.m. on Friday, 80th September. There were present:— Councillors Wilkinson. (Chairman), Bray, Thompson, Powell and Subritzky.
The minutes of the previous meeting were read and confirmed.
Proposed by O. Bray, seconded by Cr. Pov.ell f pro fvri/'.ij -That Mrs. Wallen bo instructed to remove her store buildings on Lake phi* road. For: Cr. Lrey; against: Ors. Wilkinson, Thompson, Powell and Subritzky. Motion lost.
Proposed by Cr. Powell, seconded by Cr. Subritzky—That the Chairman interview Mr. Penman on the question of the hours the MaDgonui wharf sheds are to bq kept open for public use. Carried. Proposed by Cr. Powell, seconded by Cr. Subritzky—That Atania te Hara be granted permission to nui a pipe for the purpose of taking the water from the spring on the road, adjacent to Sec, 71 Mangonui East, on the opposite side of the said road. Carried. Proposed by Cr. Powell, seconded by Cr. Subritzky—-That Mr. C. Harrison’s letter be acknowledged and he be informed that, subject to a guarantee to repair ail damage to roads, and on payment of 2d. per-hundred superficial feet royalty, the Council will permit the use of a traction-engine on the roads of the County; all repairs to be executed subject to approval Of Council. Carried. Proposed by Cr. Thompson, seconded by Cr. Bray (as an amendment) —That the royalty before-mentioned be 3d. per hundred:,uporticial feet. For: Crs. Bray and Thompson; against: Crs. Wilkinson, fßubritzky and Powell. Amendment lost.. Proposed by the Chairman, seconded by Cr. Powell—That the Clerk write to *he Public Trustee re the sale of absentees’ binds for arrears of -rates. ■ Carried. Proposed by Cr. Powell, seconded by • Cr. Wilkinson—That llobert E. Bradley’s letter be acknowledged, and he be informed that when funds are in hand the Takahue roads repairs will be considered. Carried. Proposed by Cr. Wilkinson, seconded by Cr. Subritzky'—That Atama be written to and he be informed that he must put a satisfactory gate on the road near Secs. 71 and 79 Mangonui East, and that the gate must be correctly hung. Carried. Proposed by Cr. Wilkinson, seconded by Cr. Powell—That the Clerk again write to the Hoads Department re 'Waiau road, and endeavour to obtain satisfactory information as to its being gazetted, any reply to be oomfhunioatod to Mr. Frear. Carried. Proposed by Cr. Wilkinson, seconded by Cr. Subritzky -That the plans for the Cottage Hospital for Mangonui, as pre- i sented by Mr. Gillibrand, be adopted "Buijicct to the approval of the North fl lAueUWid Hospital -and Charitable Aid]]
Proposed by Cr. Bray, seconded by Cr. Subritzky—That the hospital site offered by Mr. Mclntosh, above the Native Hospital Reserve, at £25, be recommended to the North Auckland Hospital and Charitable Aid Board. Carried. Proposed by Cr. Bray, seconded by Cr. Powell—That the minutes of the Hospital Advisory Committee be approved. Carried. Proposed by the Chairman, seconded by Cr. Thompson—That the action of Messrs. Powell and Subritzky, in arranging for the erection of the Redan Bridge, be confirmed. Carried.
Proposed by the Chairman, seconded by Cr. Bray—That the Crown Lands Board be requested to send a ranger to examine ana report on Section 3, Ford’s Grant, Awanui, as to whether it be gumbearing or not. Carried. Proposed by Cr. Powell, seconded by Cr. Bray—That all defaulting Charitable Aid patients be informed that unless arrangements b# made forthwith, to reduce the amounts of their liabilities, legal proceedings will be taken against them. Carried.
Proposed by Cr. Powell, seconded by Cr. Bray—That F. J. Hagger’s letter, rr drainage of Tongongu, Kaitaia, be acknowledged, and he be informed that the Council has no power to grant him a lease of the lands adjoining this lake, in consideration of his draining same, but that thjs Council approves of his scheme and would be willing to submit any petition to the Government with its approval endorsing same. Carried. Proposed by Cr. Powell, seconded by Cr. Thompson—That the Council recommend that the naturalisation of Toni Boksic and Joseph Pericic be granted. Carried.
Proposed by the Chairman, seconded by Cr. Bray—That Mr. Lutener’s telegram be acknowledged, and he be* informed that the Council cannot, at present, consider the question of appointing a County Engineer. Carried. Proposed by Cr. Wilkinson, seconded by Cr. Thompson—That Mrs. Trotfc be asked to remove the fence from off the road giving access to Wallace’s sections. Carried.
Proposed by Cr. Bray, seconded by Cr. Powell—That repairs, not to exceed a cost of 30/-, be executed on the road between Mangonui and Pukunui. Carried.
Proposed by Cr. Bray, seconded by Cr. Powell—That the local constable’s attention be called to the cattle straying on the roads of the Mangonui townsli p, and he be requested to give effect to a former resolution of Council, and prosecute ChbAhl. Fropoßc/LjAr Cr. Wilkinson, seconded by Cr. 11—That J. Larkins’ house, Mrs. Bewrhan’B (the old butcher’s shop), Nicholson’s house, and the house belonging to Butler’s Estate, be destroyed within thirty days; owners to bo notified that if they do not cany out the work themselves, the Council will destroy the houses and charge to the owners’ account. Carried.
Proposed by Cr. Brav, seconded by Cr. Thompson—That a man be employed for two days on the Fairburn Line road. Carried.
Proposed by the Ckarman, seconded by Cr. Thompson—That in future the balance-sheet of the County be published in the “ Mangonui County Times.” Carried.
Proposed by Cr. Wilkinsou, seconded by Cr. Powell—That the levying of rates as per resolution of the previous meeting be confirmed, viz.—That a rate of five farthings in the £ on the capital value of all the rateable, property ■within the County b< 1 loried, and that there be further levied a rate of one farthing in the £ on the capital value of all the rateable property within the County for the special purpose of a hospital rate. Carried. Proposed by Cr. Powell, seconded by Cr. Brav—That the resignations of W. J. Harris (County Clerk) and F. Nawtou (Gum Ranger, etc.) bo considered at the annual meeting. Carried. Notice of motion.—By general consent it was decided to move for the creation aud adoption of “Standing Orders” at the next meeting of Council.
