Letters from Rome state that the French Government has made known,!, through iti ambassador to the Papal Government, iti opinion of a necessity of a reform in the administration of the Roman States ; and that after two congregattons of" cardinals, held to consider the propriety of following this advice, it has been decided not to do so.
