V. MEETINGS OF COUNCIL.
Majority. — 51. All acts whatsoever hereby authorised or required to be done by the council of/any borough, and all questions that may come btfere «u^\ council shatt be done and decided by the majority off themember* of the council who. shall be -present at any meeting thereof. Quorum* — The whole number present at any meeting, not being less than one-half of th* : whole council: provided that no bye law shall -be made unless, there shall be present not less thantwof thirds o£ the whole council.
