VICIIY MESSAGE TO MADAGASCAR London, Oct. 15. Vichy radio broadcast an appeal to the people of Madagascar: “Keep up your faithfulness to France now that the greater part of the island is in the enemy’s hands despite your heroic resistance.” The radio urged civilians and officials to remain at their posts and continue working in the interests of their country, but absolutely respecting their oath to Marshal Petain. —P.A.
