AXIS ACTIVITY FROM MARTINIQUE
NEGOTIATIONS FOR REMOVAL OF MENACE Washington, Oct. 15. Negotiations to remove the menace of Axis activities from Martinique are approaching a satisfactory conclusion, said Mr Sumner Welles at a Press conference. Mr Welles added: “It is gratifying to know that Russia has agreed that war criminals should be punished." He de dined to comment on the proposal to try Hess immediately.—P.A.
