FOREIGN MINISTER RESIGNS GENERAL TOJO TAKES PORTFOLIO (Rec. 11.5 a.m.) New York. Sept 1 It is officially announced in Tokio that the Foreign Minister, Mr Shigenoru Togo has resigned and the Premier, General Tojo, has taken over his portfolio. The Cabinet Information Board announced that Mr Togo resigned for personal reasons. The Emperor, Hirohito, accepted Mr Togo’s resignation and instructed General Tojo to assume the Foreign portfolio. The Associated Press of America says the resignation possibly is the prelude to a Japanese attack on Siberia. Mr Togo negotiated the Tokio* Moscow Neutrality Pact and repeatedly affirmed Japan's pledge of friendship to Russia.—P.A.
