PRESIDENT ROOSEVELT S MESSAGE (Rec. 1.30 p.m.) Washington, Aug. 31. President Roosevelt in a message to the President of Poland on the third anniversary of the German attack, expressed deep admiration at the courage, fortitude and indomitable spirit of the Poles and voiced the assurance of final victory and the liberation of all oppressed peoples under a just and enduring peace.—P.A.
