STATE OF WAR
BRAZIL AND THE AXIS DECREE BY PRESIDENT VARGAS (Rec. 11.5 a.m.) Rio de Janeiro, Aug. 31. President Vargas issued a decree declaring a state of war. thus enabling immediate general mobilisation. The decree suspends certain constitutional rights, provides for the establishment of military tribunals to try offences against the national security, prohibits the operation of German and Italian insurance companies, and empowers the cancellation of all contracts with Germans, Italians and Japanese. President Vargas authorised a tenhour working day six days a week in defence industries, provided there is a 20 per cent, increase in overtime pay —P.A.
