AMERICAN PROPOSAL REPAIRING CULTURAL TREASURES (Rec. 1.30 p.m.) Washington, Aug. 28. President Roosevelt told a Press conference of a proposed broad plan for the Americas to help Spain repair civil war damage, cultural treasures and to stimulate post-war travel to Spain. The programme would be purely voluntary, funds coming from foundations and voluntary contributions. President Roosevelt said of course that the programme was on the assumption that Spain would remain neutral.

This brought a question whether the plan was intended to influence Spain. Fresident Roosevelt definitely repelled the idea, saying that such would impugn the motive. Asked were there not many who would object to aelping Franco’s Government in any way President Roosevelt replied in the negative, remarking that the cultural treasures of any country survive governments.—P.A.
