RUSSIAN INDUSTRIES
CONVICT, FORCED AND FREE LABOUR (United Press Association —By Electric Telegraph—Copyright) LONDON, 19th January. Replying to Sir Hilton Young, Mr MacDonald points out that information shows that a number of industries in Northern Russia are being carried oil not only by means of convict and compulsory labour, but also by free labour. Therefore it is impossible to take action under the Foreign Prison-Made Goods Act. New legislation setting up fresh standards of general labour conditions would ho a very serious matter. He added that in view of world labour conditions the Government was not satisfied that such a measure would be practicable.
