MONTHLY MEETING OF COUNCIL REPORTS AND GENERAL BUSINESS The monthly meeting of the Waimea County Council to-day was attended by Councillors J. Corder (chairman, IL Everett, T. Hewetson, L. Expenditure on main highways to end December was as follows :—Wangamoa, £1620 18s 8d; Stoke, £1542 19s; Appleby, £963 18 s 9d; Wai-iti, £731 13s 6d; Motupiko, £1043 11s; Wangapeka, £589 15s lOd; Dovedale, £638 4s 8d; Motueka, £1304 5s lid; Moutere, £2158 17s sd; total, £10,594 4s 9d. • Accounts amounting to £3467 13s lid were passed for payment, ENGINEER’S REPORT The County Engineer, Mr W. Bullivant, reported as follows: Wangamoa Biding.—The Nelson-Lud Valley section of the highway has been graded during the holiday period and patching work done on the Wangamoa Hill. Five days’ metalling has been done in the Wangamoa Valley and the trimming back of corners has been completed. Timber lias been delivered for Wastney’s bridge. Repair work is being carried out on Sharland’s Valley road, settlers contributing. Stoke Biding.—Grading has been done on Jenkins’s Hill. Metalling has been completed on Orphanage road and Stoke back road from Langbein’s corner to the Taliuna boundary. The by-roads (lave been graded. Appleby Biding.—ln addition to the main highways through the riding the Waimea West road and Coast road round Bell’s corner, have been graded. Patch metalling has been done on by-roads and a day’s metalling on Hoddy’s road, the settler giving assistance. Wairoa River Bridge.—During the month a bitumen surface carpet has been placed on the bridge deck. Panel-mak-ing has been completed and the greater part of the panelling and about half the top hand-rail erected. The filling of the approaches is progressing satisfactorily. Wai-iti Riding.—'The committee appointed inspected Arrow street, Wakefield on 13th December. The annual clean-up of Wakefield and Brightwater streets was carried out prior to the holidays. The erosion below a small bridge in'Bß Valley has been inspected and repair work authorised to be carried out this month. The Iloult’s Valley deviation is practically completed. The Wakefield-Woodstock main highway has been graded and the graders have been kept going on the Nelson-Westport main highway during the holidays. The corner at Mr Bonnington’s property at the junction of Barton’s Lane has been rounded and visibility considerably improved as a result. Motupiko Biding—The bridge over Forrest Creek has "not yet been commenced owing to: pressure of farm w;orlc. Grading has -beep done where possible on Spooner’s Range and the mam highways have been graded. A.small bridge on the Pretty Bridge road lias been completed. Repair work has been done on the Trass Valley road. Watertables and culvert intakes have been cleaned out on Spooner’s Range and repair work done in Norris’s Gully. Wangapeka Riding.—Willow protection work has been carried out on the Motueka river-Glenrae road. Culverts have been made on the Tadmor-Glen-hope road. The piles have been made for Kinzett’s creek bridge.' Maintenance work has been done on Fenemor s road and culverts cleared on the Korei e-Glen hope road. The Baton Saddle length in the Wangapeka riding, I admor Saddle, Hope Saddle, Rainy river road .and Tophouse road are in reasonable order with the exception of various lengths on the latter road which are shortly to be worked on by unemployment gangs-fP: r afthe 'Sny river, this autumn. , Moutere Riding.—Teece s road suspension bridge has been completed and willows will be planted here as protection to the towers. The approaches to Watt’s Creek bridge have been completed and the -corner adjoining Mr Watt’s property rounded off lhe un derpinning to concrete abutments of Semor’s Creek bndge has been c °™' nteted. The metalling contract on the Neudorf-Dovedale road has been comnloted Grading has been done on the highways. The Neudorf-Rosedale roads will soon he graded. Patch metalling has been done" on the Moutere Central r °Dovedale Riding.-Piledriving on Thorne’s Creek bridge has been completed and the bridge should he finished by the end of the month. The small portion of the road at the 2i-nnle peg on the Takaka hill which slipped away making the road dangerous for traffic has bee repaired. TRAFFIC INSPECTOR’S REPORT The County Traffic Inspector, Mr J. Brough, reported that 29 additional licenses had beer issued m December A number of applicants failed to pass the tests and one was refused as the car was not roadwonhy. Prosecution cases are pending for breaches of the regulations, including one charge of speeding in the Wangamca valley. During the holiday period tie in some parts did not appear to he as heavy as in previous years. Although a few minor mishaps occurred during the holidays there were only two oi a serious nature. TENDERS Tenders were acepted as follows: Decking Wanganoa bridge in concrete, 1 (three tenders) C O’Brien, £382 12s Bd, tilling at EvereUs’ corner, Wakefield (two tenders) Douglas McPherson, 2s. per yard from riverbed. CORRESPONDENCE Before taking any further action in
respect to Arrow Street, Wakefield, it was decided to get legal advice. The Public Works Department forwarded a copy of a Gazette notice proclaiming a road through Sections 50, 57, 1 and 19 Blk. XVI, Tadmor S.D. (Jordans). 2. The Public Works Dept, forwarded a copy of Order in Council exempting eastern side of Wakapuaka Main Highway fronting Section 14 Blk. IX, Wakapuaka S.D. from the provisions of Section 128 of the P.W. Act, .1928. (Barnes). The Public Works Department also forwarded a copy of Order-in-Cduncil exempting the following roads from the provisions of Section 128 of the P.W. ’ Act, 1928. (a) Wakapuaka Main Highway fronting Lots 1 and 2 of Section 4, Blk. IX, Wakapuaka. (b) Roads through Secs. 113, 115, 36, 114, 114 a, Blk. XV, Wakapuaka S.D. (Phillips). (c) Portion of road fronting section 227 Blk. VII, Motueka S.D. (Limmers). (d) South East side of road between sections 42 and 70 Blk. 11, Wai-iti S.D. (Freemans), (e) South East side of road fronting N.W. boundary of section 200 Blk 111 Wai-iti S.D. (Drogemuller’s). The Minister of Public Works declined to declare that portion of the Blenheiin-Ilope junction road within the County a Government road and suggested that it should be declared a Main Highway. The District Engineer, Public Works Department, Nelson, asked whether the Council is willing to undertake the legislation of the access road to proposed bridge over the Wangapeka river. (McCarthy’s.) The matter was held over until the Engineer and Riding member inspect the road. The Commissioner of Transport requested the Council to re-consider its classification of County roads. A letter was received from the New Zealand Farmers’ Union regarding the de-rating of agricultural and pastoral land in order to relieve the primary producer of the cost of road upkeep. The circular letter was received from the Waitomo County Council regarding the burden of highway taxation and suggesting that local bodies should be relieved from contributing to the cost of maintenance. The Waimea County supported the Waitomo County. Following a letter from the Nelson Unemployment Committee it was decided to constitute an Unemployment Committee comprising the Chairman, Councillors Palmer and Manson and the Engineer.
