TOUR OF INQUIRY (By Telegraph—Press Association) WELLINGTON, This Day. Sent by the British Home Office on a tour to investigate and report on penal systems in different parts of the Empire, Mr J. L. Weldon arrived from Australia by the. Maunganui and will spend three weeks in New Zealand before going to America. He is studying particularly prison organisation and the treatment of luvenile offenders.
