PLEA FOR MUTUAL TRUST
THE FEDERAL STRUCTURE
(British Official WireloßS)
RUGBY, sth January. Maulana Muhammad Ali and Lord Reading, addressing the sub-committee, made a plea for mutual trust between India and Britain. They devoted the remainder of their speech to the question of the responsibility of the bedoral executive and legislature. The Liberal section of the British delegation approached the subject with a genuine desire to give effect as iar as they legitimately could, to the views o the' Brilisli-ludi'ati delegation, provided that adequate safeguards and reservations were introduced enabling the tfoveriunent 1 iiciiu to bo carried out with reasonable security and protection to all interests, and that the new constitution wiuld be fairly workable. In setting up a Federal system it was inevitable that they should meet complications and difficulties. It was. idle to refuse lo recognise that at this stage there must he some form of dual Government. A viceroy or governor-general must he responsible to some authority. The Power must be inherent in a viceroy to dismiss a Ministry it lie thougnt it had lost the confidence of the House. It is understood that the A'ga Khan will be sufficiently recovered to be present in London at to-day’s meeting oi delegates.
