COUNT O'KELLY APPOINTED
PARIS, 20th July. The appointment of Count O'Kelly.as Free State Minister in France is regarded as a landmark in Irish relations with France, as it will give the Free State diplomatic representation, instead of an Agent-General with the function of a Trade Commissioner, in Paris. This is the Free State's third legation. The others are at Washington and tho Vatican. .
