Urging that legislation to control road traffic was long overdue, the Royal Commission recommends no general or special speed limits for motor cars or cycles if fitted with pneumatic tyres, but omnibuses and coaches should be limited to 35 miles an hour. The penalties for dangerous driving should he increased to a maximum of CSO for a first offence and LIC9 fur a second. The qualifying age' for a motor cycle license should he 16 instead of 14 with power to regulate pillion, riding.
