President Hoover formally proclaimed the kellogg Treaty at ;in impressive ceremony attended by Messrs Coolidge and ivollc'gg, representatives of 15 .signatory powers, 31 adhering nations, and other diplomats and .statesmen. I'resident Hoover recounted the history of the Treaty and paid a tribute to M. Rriahd, Mr ( oolidge, and Mr Kellogg, He said: "May i ask you who represent Governments which accepted this Treaty, which is now ' part of their supreme law and their must sacred obligations, to convey to them the high appreciation of the Goverijmen't of the I uitcd Slates that through their cordial collaboration an act so auspicious for the future happiness of mankind has now been consummated." President Hoover added: "I dare predict that the influence of the Treaty for the renunciation of war will be felt in large proportion in all future international acts. The, magnificent opportunity and compelling duty now open to us should spur us on lo tho fulfilment of every opportunity calculated to be an implement of this treaty and to extend the policy which it so nobly sots forth." After President Hoover's address representatives of the Treaty Powers were joined by the chiefs of ail remaining diplomatic missions at Washington at a luncheon at the White House. Acceptance of the Kellogg Treaty by Japan, the last power to sign, was received at the State Department previous lo the President's proclamation. MESSAGE FROM GERMANY (Received 25(h Julv, 9.30 a.m.) BERLIN, 24th July. Signalising America's formal inauguration of the Kellogg Pact, President Hindenburg has sent a message to President Hoover hoping that tho Pact will develop good international relations and preserve peace on the basis of justice.
