At midnight the ex-Kaiser will be free to return to llie Fatherland, when the special law which allows the Government to veto his return expires. The ex-Kaiser will not require a visa, although it is likely from the technical viewpoint thai a German passport v. : M he required. Thus far his movements in Holland have been restricted only at the German border.
