SOVIET STATEMENT
“WILL NOT DECLARE WAR” United Service LONDON, 19th July. The “Daily News” correspondent at Moscow says the Soviet will not declare war on China and will not send troops to Manchuria unless Chinese invade Soviet territory, according to a. statement made by Jan Rudzutak, Commissar of Transport, to foreign newspaper men. lie added that this decision was most dillicult because the masses are most indignant at the insolent Chinese violation of treaties : but. unless the Russians were attacked the Soviet will bear the loss of several hundred million roubles income from the Chinese eastern railway until China established a Government respecting treaties and protecting nationals. Anyway, these losses are far less than financing a war.
