RUSSIA ASSUMES OFFENSIVE INMANCHURIA SURPRISE ATTACKS ON BORDER TOWNS UNCONFIRMED REPORTS FROM HARBIN

Relayed unconfirmed messages from Japanese correspondents at Harbin report that tlie Soviet forces assumed the offensive at 10 o’clock this morning, two surprise attacks capturing the boi’det towns of Manchuli and Fograuichnaya-, the former being the connecting fink of the Chinese Eastern and Siberian railways. Thu Chinese authorities, alarmed at the news of the Russian offensive, interned all Russian officials remaining in tlie city. The populace wore panic-stricken in both besieged towns. Soviet aeroplanes carried out demonstrations oil border towns. Four Soviet gunboats arrived at the mouth of the Sungari. Nanking is outwardly calm despite the reports of hostilities. At a meeting of the State Council today it was decided to sever diplomatic relations with Russia. General Saverloff, Czarist Cossack leader, lias established headquarters at Harbin, and is enlisting white volunteers for active service against the Soviet.
