Tlie operations of 64 vessels, with 13 seaplane auxiliaries, are being directed by wireless code messages from Washington to the flagship of the “dry armada.’". A dozen boats are held in reserve for relief purposes, and 'Si more have been mobilised at Atlantic City. The captain of the flagship has announced “The blockade is 100 per cent. : effective so far." ’
