MACKENSEN'S ARMY IN SORRY PLIGHT REPORTED TO BE WITHOUT MUNITIONS AND EOOD . (Rec. Sept, 23. 11.15 a.m.) LONDON, Sept. 22. The Daily Telegraph's Rome correspondent states that -Mackensen's army in the Dobradja is without munitions and food. The Roumanian artillery sank food convoys on the Danube and rains have ruined the roads.
