BULGARIANS' HAND FORGED
GERMANS INITIATED DOBRUDJA CAMPAIGN.
(Published' in The Times.) (Rec. Sept. 20, 1.55 p.m.) LONDON, Sept. 19. Mr Bourchier, writing from Bucharest, states that Mackensen initiated the Dobrudja offensive before Bulgaria had decided against Roumania. Doubtless Berlin instructed him to compromise Bulgaria at the earliest moment. Bulgarian parties expressed a desire to maintain friendty relations. Bulgarian aviators dropped manifestoes declaring that Bulgaria was favourable to Roumanian occupation of Transylvania. Roumania did not desire to fight Bulgaria. GERMAN COMMUNIQUE. (Rec. Sept, 20, 11.15 a.m.) AMSTERDAM, Sept, 19. A German communiqu>e s%.ys:—The* Russo-Roumanians vainly stormed, suffering losses. We repulsed' the Roumanians south-east of Hatszeg. Mackensen penetrated the Russo-tßoumanian position mentioned' yesterday. New fighting is proceeding along the Fiorina stream. AN AUSTRIAN ADMISSION. AMSTERDAM, Sept, 19. ' An Austrian communique states that tire enemy entered Koesalom, northward of Fogara®, without fighting.
