Mr Bourchier, writing from Bucharest, states that Mackensen initiated the Dobrudja offensive before Bulgaria had decided against Roumania. Doubtless Berlin instructed him to compromise Bulgaria at the earliest moment. Bulgarian parties expressed a desire to maintain friendty relations. Bulgarian aviators dropped manifestoes declaring that Bulgaria was favourable to Roumanian occupation of Transylvania. Roumania did not desire to fight Bulgaria. GERMAN COMMUNIQUE. (Rec.
