Count Bernstorff lias informed the State Department that in view of the fact that Belgium is trying to arrange a loan with American bankers on the security of the Belgium State Railways, that Germany will consider; such a loan null and void during German occupation of Belgium, iinless German consent is secured. The State Department has no details of such a loan, and says it decognises German rule in Belgium as the "de facto" authority with temporary powers.
