Washington, December 6. General Arthur deivered the usual Presidental message to Congress to-day. He t tiled that the question of the contraction of the Panama Canal was one of grand national importance, and should receive the earnest contideraiion of the United Stateß Government. He would revira parlejing with England in regard to British Colombia, and it would be proposed that the British Government should modify the Clajton-Bulwer Treaty so aa to abrogate the clauses of the same which do not compost with the obligations of America in British Columbia. The President then in reference to home affairs stated that it was deemed imperative that the army should be increased by at least five thousand men, and that the reorganisaton of the navy should be proceeded with without delay. He concluded by announcing that a Commission would be appointed to take into consideration the question of the division of tie tariff and the reduction of taxation.
