Melboukne, Wednesday. It ia announced that Mr Higinsbothani had declined to accept a seat on the Commission of Enquiry into the workiDg of the Education Act. Mr Archibald Michie has been appointed Chairman in place of Mr Ormond who waa originally nominated to the position. The overland telegraph line between Adelaide and Port Darwin ia interrupted.
