[From our own Correspondent.] Wednesday right. There was great excitement in town to day on the depantire oi tbe "Volunteers fSr tbe front. At a meeting of the Naval Brigade last night the names of thosa who had volunteered for the front were taken and the men ware instructed to attend at tbe Barracks this morning to ptocure their kits, Sec. To day the Constabulary Barracks at Mount Cook forffied a tcene of considerable interest. The Naval Brigade assembled at ten o'clock when they took tip theirqiiarters preparatory to embarkation on board the Hinemoa r this evening* Etch man whose servicss bid been accepUd was supplied. with tha necessary outfit, including boots, leggings, "havirsacks, waterproof shoets, blanket, revolver^ and carbine. Dr Diver was busily occupied al! the- morning and afternoon medioally examining tha men wiih a view to ascertain whether tbey were in sufficiently sound condition to proceed to the sdene of actioi. With one single exception the whole of the men who oftered for service were found to be in exceUent cph'dkion, kiii with evident eagerness immediately commenced " to rig themselves cm " iv their new belongings. Additional animation was lent to the occasion by the attendance of a Urge crowd of female frienda and relatives the men are to Uave behind tbem. Among those preient, moreover, were four or five deserters from the barque Australind now Iff port. These a constable ijraa; earnestly endeavoring to discern in the crowd as it was anticipated : tbat they wanted to enlist if possible: but he did not succeed in doing so. Al-; together nearly seventy members of -the: Brigade will leave, in the steamer. The' Waitaki this morning brought from Port Chalmers en route for Opunake 38 members, of the AC. Force under Lieutenant- Moore. Originally the msn numbered forty, but two of them failed to resume their journey at Lyttelton. These men proceeded to the : Constabulary depot and, embarked ia the! Hinemoa this evening. Mr JRolleaJon is still i unable to leave Wellington,"' and the Premier: also finds it impossible toget away under; the present condition of public affairs,; though he is of course very anxious to go; South to address his constituents before the; election, but he will start at the earliest! moment he deems it right-in- tha public in-: terest to quit his post at Wellington. Nothing j further has transpired regarding the attitude : of the Governor, but it is understood he has not attempted any obstrcction to the aotion of Ministers. What is feared is that ka may inconveniently hamper the bands «f the Government -when the time arrives for decisive action in accordance with tha Proclamation. So far as the Government are concerned no move will be made before tomorrow (Thursday) week, and perhaps a day or two later, bo as to give lhe nativss full time to consider their position. Meanwhile every exertion is being used to have all things in readiness. The new Constabulary are being assiduously drilled and organised, and preparations are made for the reception, housing, feeding, &c., of the Volunteers, who will arrive to the number of some 400 during the next three days. Ifc is jast possiblf that should any serious trouble occur iv high quarters during the next few days some delay might be caused in the isßue of the writs, aa in the case of any direct conflict between the powers that be there is no doubt Parliament would be called together at once,! but it is hoped this will be avoided, and that tbe elections will take place a 9 originally intended. The followiog are the complete returns jnst compiled of immigration aud emigration to the 30th ult to and from New Zealand and foreign ports. Each New Zealand port isgiven for the September quarter as follows : —Arrivals— Kaipara nil ; Russall 1 ; Auckland 764 ; Welliogton 239 ; Napier 36 ; Nelson 4 ; Greymouth 14 ; Hokitika 7 ; Lyttelton 151; Timaru 5; Oamaru nil; Dunediu 471 ; Invereargill 118. Total 1810, including 77 Chinese. Departures : Rusasll 7 ; Auckland 403 ; Wsllingtom 295 ; Napier, 68 ; Nelson 10 ; Greymouth 143 ; (includiog; >5 Chinese) ; Hokitika 51 (inoluding Chinese! 7 ; Lyttelton 130 ; Timaru 29 , Oamaru m 7; Dunedin 555 (inoluding 70 Chinese) ; Invereargill 121. Total 1805, (including 102 Chinese.) The following is the result fox the nin« months ended v Sept. 30 :— Arrivals Russell 11 ; Kaipara nil; Aickland 2464 ;' Wellington 514 ; Wangannim"/; Napier 116; Nelson 10; Greymouth 733, Hokitika 265 ; Lyttelton 619 ; Timaru 7 ; Oamaru nil ; Dunedin 1844 ; Invereargill 475. Total 7060. Departures .— Russell 31 ; Kaipara 14 ; Auckland 1473 ; Wellington 1031 ; Wanganui 2 ; Napier 270 j Nelson 49 • Greymouth 53 ; Hokitika 130 ; Lyttelton 440 ; Timaru 69 ; Oamaru 8 ; Dunedin 1181 ; Invereargill 536. Total 6582. The arrivals thus exceeded the departures by 478. The Chinese arrivals were 1020, (viz, Auckland, 1 ; Wellingtons ; Greymouth 648 ; Hokitika 203 ; Dunedin 172,) as against 257 departures, viz, Wellington 6 ; Greymonth 68 ; Hokitika 32 ; Dunedin 176 ; Invercargili 3. This Day 3 p.m. The Governor has at last, after 48 hours delay, signed the warrant calling out the Volunteers for aative service. It bas bean decided, after several changes of plan, that the Hinemoa shall go to Nelaon tonight and fetch the Volunteers thence. Mr Bryce has gone to Opunake to-dsy to meet Major Atkinson who, with tbe Wellington Volunteers, landed there at 9 a.m. to-day. Mr Bryce has released the two Maori youths arrested on suspicion on Tuesday last and has sent them to Te Whiti with a note regarding the conduct of the Natives. It is romored that Te Whitj has expressed strong disapproval of his followers' destruction of private property, &c, Baying that is not the way he carries on "pakanga." This is not yet con firmed. A meeting of the Executive Council has been held, at which the business waa chiefly formal. Subsequently a meeting of the Cabinet was held, but tbe result hai not transpired.
