Gentlemen — Although it is rather early to begin electioneering before we know at what date the Elections will take place, I feel that as there are so many notices in the papers on the subject, I had better also state to you that it is my ictention to offer myself aa a Candidate for your suffrages at the coming Election. I shall take an early opportunity of addressing you at the various places tfidt may best suit your convenience, after having first glvefc an account of myself to my present constituents. I would like, however, to state shortly that, if elected, I - should go into Parliament as a decided opponent of the present Ministry, in the hope that the result of the Elections may be to provide the material for a Ministry with broader views, who wHI carefully consider the question, and introduce a measure, and further, have the resolution to stand by it, providing a complete plan of Lotal Government giving the necessary funds to enable constituted bodies to carry out the work entrusted to them, and thereby relieving the Parliament of that work for wbich it is not at all suited— that of a large Board of Works. 1 will defer reference to other matters until I meet you. There is, however, one thing I should like to say in conclusion. That, considering the position of our Provincial District in reference to the rest of the Colony, I should oppose any further borowing except for specific works to be locally charged, but not to be scrambled for on the floor of the House of Representatives.
