[Tbe first portion of yesterday's Parliamentary proceedingi will ba found on the fourth page.] After the usual half-hour's adjournment the first decision was rescinded and it w»e determined to iusist on the New Zealand wine license being re-inserted. Most of the other amendments made by the Council were accepted and Massrs Fox, Dick, Wafcefield and Russell were appointed & Committee to draw up reasons for disagreeing with the others. The Chatham Islands Bill was read a third time and passed. The Timaru Harbor Board. Act, Amendment Bill, Doge Registration Bill, and Babbit Nuisance Bill were read the second time and tbe House rose at 12-30 a.m. This Day. The House met at 11 a.m. On the motion of Mr Hall the Weatland and Nelson Goldfields Administration Bill was introduced and read the first time. Mr Dick moved the third reading of the Borough of Hamilton Bill which was opposed by Mr Westob, but after some discuision was passed. On the motion for the committal of the Dogs Registration Act Amendment Bill Mr Seymour luggeated that shepherd '■ dogs to the number of two iv each case should be exempted. The Bill was ordered to be committed presently. The Prisons Act 1873, Amendment Bill was considered in committee. Mr Hutchi•on moved an additional clause affirming the principle of preventing skilled labor being taught in prisons to the detriment of free labor. Mr Hutchison's clause was rejected on the voices, and the Bill was reported with amendments. The Dog Registration Act Amendment Bill was then considered in Committee. Mr Shanks moved that County Councils and Highway Boards should be empowered to make any reduction in the fee they might think fit in the case of dogs used for the management of live stock and destruction of rabbits. The House divided on Mr Shauks' motion. Ayes, 33 ; Noes 32. On the motion that the clause as amended pass, the House divided. Ayes, 33 ; Noes 24. Mr Collins moved a clause affirming the principle of exempting two sheep dogs the property of one person. districts from the operation of the Aci Negatived on the voices. The Bill was reporter! with amendments and, together with the Prisons Act Amendment Bill, was read the third time, aad the House adjourned at 1 25 p.m.
