We publish tc-day an article from the Evewng I\,st on the late rulings of the Speaker and Chairman of Committees which was telegraphed to us by our Wellington correspondent la3t night. The illegality of those decisions is clearly shown and the danger of the precedent established, to which we pointed on Monday last, is forcibly exposed. As time passes; the events which gave rise to the rulings are forgotten— aa they soon will be except by the inhabitants of the Nelaon district— and men's minds are in a fitter frame to consider the immense import of the proceedings of last Friday night, v?e feel satisfied that almost universal condemnation of the Government and of the Speaker ami Chairman will be expressed. The former were frightened at the growing opposition, the latter wcra alarmed lest they should lose authority ortr a House a portion of which, had, up to that time, successfully blocked the way by a skilful and thoroughly orderly use of the legal forms of procedure. All three were driven to their wits' end, completely lost thtir heads, and committed one of the most fatal blunders that has ever yet been perpetrated in a legislative assembly. Numerous attempts will doubtless be made to excuse their conduct, but f.fc is simply impossible to justify it. Tn'E intense interest which has of late attached to the Parliamentary proceedings has completely eclipsed the pending election of City Councillors, and it may, therefore, be necessary to remind our town reader? that it will tnke place to-morrow between the hours of 9 a.m. and 6 p.m. The retiring Councillors are Messrs Graham, Little, and Trask. The candidates are Messrs Bunny, Crewdson, Graham, Little, Stringer and Trask. May the best men win. A special tueeiiog of tho member.! of the Permanent Building Society of Nelson was held at the office in Hardy street on Monday evening last, to consider the advisability of incorporating the Society under the Building Societies Act of last session, also the revision of the ruleg made necessary by recent legislation on the subject of Building Societies. There was a very fair attendance, and Mr John Graham was voted to the chair. The Chairman opened the meeting by explaining the causes that had led to the con vening of the same, and stated that the Society having been ia existence nearly twenty years had exhausted all the rules and paße books originally provided, and a fresh stock being required, a Sub-Committee was appointed by the directors to gee what alterations were needed in the old roles before reprinting them. "When the Committee began their labor it was found necessary, in order to conform with The Building Societies Act of 1880, that a complete revision should be effected, aa some of the old rules had become obsolete, and as the rules so altered would require to be sent to the Revising Barrister for approval it was consideredjadvisable to recommend that the Scciety should at the ssme time be incorporated under the Act of 1880, as the adoption of this course would not entail any additional expense. It wes then proposed by Mr P. Cooke, That thia meeting hereby agreeß to the incorpora tion of the Permanent Building Society of Nelson under the provikiong of " The Building Societies Act, 1880," and requests the Directors of the said Society to take the necessary step 3to carry such incorporation into effect."—The resolution was carried unanimously. A printed draft of the revised rules was then submitted to the meeting, when some few v«rbal amendments were proposed, and after some discussion Mr William Darby proposed, "That all rules and regulations of the Permanent Building Society of Nelson be rescinded, and that the printed rules now submitted to this meeting with the amendments thereto be adopted as the mles of the said Society, subject to the approval of the Revising Barrister under " The Building Societies Act, 1880," which was carried without a dinentient voice. Mr G. Hodgson then, in a few well chosen words, proposed the following resolution, "That the thanks of this meeting be accorded to Messrs Graham and Gully, and to the Secretary, Mr Rout, for the great labor and pains they have bestowed on the revision of the rules at submitted to this meeting." This resolution was carried on the voices, and, after the usual vote of thanks to the Chairman, the meeting terminated. At a meeting of the Committee of the Industrial and Art Exhibition held in the V.M.C.A rooms last evening, the Rev. J. Beckenham was elected Chairman in the place of Mr Field, resigned, Airangements were also made for securing exhibits from other parts of the colony, and a Sub-Committee appointed to solicit local exhibits. In the juvenile department it was decided to giveprizes in the following subjects : — 1 Landscape, mechanical, pencil, crayon, and pen and. ink drawings. 2 Models of all kinds. 3 Paintings in oil and water colors. 4 Fretwork, t.irnery, carving, and frames. 5 Collections of: dried ferns and spattering. 6 Crochet, yr<jo\-work, embroidery, and fancy ! needlework. 7 ArtiGcial ilowera and leather work. 8 Plain sowing. All competitors to be under 21 years of age. There was an unusual scene in the streets last mgbt, when a procession headed by four torch bearers and a fife and drum band paraded the town bearing an effigy representing a man dressed in the uniform of the Naval Brigade and carrying a duok in his armß. A reply to this teas sent to Major Pitt to the effact that the relations between the captain and members did not seem to have assumed ouch a phase as to justify active interference on the jputl of the Government, especially as the oincer commanding the district stated that he had no reason to doubt that Captain Drake was as well qualified as other officers in command of Naval Brigades in other parts of the colony. Were the Government thoroughly consistent in their actions tuey wonld tell the captain to clear out simply because he is in a minority, as it has recently been ruled with their authority that the few are to be dominated over by the- many without being allowed to say a word. However, we are not prepared to recommend such a course as this, but matters have now arrived at such a stage that an enquiry is indispensible. Tn« Horse Parade took place at Richmond to-day when, ourcorr««pondenttelegraphß,the exceedingly unfavorable weather prevented several owners from exhibiting their horses. There were a good many townspeople present, and the country was also well repre sented. The following horses were showu : —Mr Stafford's thorough bred Leander, and draught horse Young Melbourne ; Mr Lock's Bay Knight ; Mr Stratford's Prince of the Valley ; Mr Close's carriage horse Ivanhoe ; Mr Edwards' Patch ; and Mr Orsman*B pony Lord Nelson The judges were Messrs C Best, R. Mcßae, and N. Fowler.
