I-AIEST ENGLISH NfcTO, Loneon, August 27. It is announced tlat the Rev, G. G. Bradley, Master of the University College, Oxford, succeeds the late Dean Stanley as Dean of Westminster. Parliament was prorogued tO-dky. (the speech from the throne commenced by stating that England's relations with all Foreign Powers were of a cordial nature, and then well' on to allude to the settlement of the Greek frontier question, the assurances made by the Trench Government regarding its action towards Tunis nnd Tripoli, the conclusion of thf Transvaal Convention, the pacification of Basutoland, and the withdrawal of tbe British forces from Candahar. In further alluding to the present atate of affair? in Afghanistan, tbe speech said that Htr Majesty did not feel that the contest now proceeding between Ay. ub Khan and the Ameer wou d disturb the peace of England, and added that the latter's friendly offers towards the conclusi n of hostilities would be used when ab opportune time arrived. Tbe speech then alluded to the fact that negotiations between England and France for the conclusion of a fresh commercial treaty had been broken olf, and stated that the Government was desirous of using its best efforts towards a satisfactory conclusion of the difficulty, Referring to the Irish Land Act, the speech expressed the hope tbat it would prove a benefit equal with the care bestowed upon its consideration by tbe Government and Parliament. At the same time, regret is expressed at the absence of various measures from the work of the session. In conclusion, it is hoped that the condition of Ireland may improve and enable the Government to dispense with' or abate, tbe special provisions which have' been made for the suppression of disorder in that country. Consols have further declined \, and are quoted to-day at 99|. New Zealand 5 per cent 1889 loan bas declined to 102J, and 4£ per cent 1879-1904 loan to 99£. Five per cent 10-40 loan unchanged at 104. Adelaide and New Zealand breadstuffs remain at yesterday's quotations. At the wool sales to-day 10,300 bales were offered. The tone of the bidding was qbiet, and prices were weaker. Arrived— Ship William Davie, from Port Chalmers ; sailed June 9. Washington, Aug. 27. The latest bulletin issued to-day reportß that President Garfield's condition is unchanged, but bis case is considered by hia medical attendants to be almost hopeless. _ August 27. The bulletin issued this morning reports that President Garfield has passed a better night and his condition has slightly improved. Calcutta, August 27. lelegrams are to band from Candahar reporting that Ayoub Khan is now dividing his troops and tending money and arms to Herat with tho object of obtaining further reinforements. m , August 28. lelegrams are to hand from Candahar announcing that Ayoub Khan has completed the concentration and equipment of his forces, and will to-day commence his advance against the Ameer at Khelat-i-Ghilzai. Ayoub's cavalry bave already started hi advance of the main body.
