London, August 5. The Irish Land Bill. was under consideration in Committee in the House of Lords last night. In the course of the sitting clauses 1 lo 6 were passed but only after several important amendments had been made by the House against the wish, and despite the opposition of the Government. The Times publishes a paragraph stating lhat General Valentine Baker has been appointed to the command of the Turkish troops in Tripoli. Vienna, August 4. A meeting took place to day at Gasteia in Upper Austria between tbe l-.mperors William of Germany and Francis Joseph of Austria. No particulars of the interview have transpired. Paeis, August 4. Gambetta, President of tha Chamber of Deputies, who is now on a visit to Toulon, addressed a large assemblage in that town to-day. In the course cf his speech he alluded to the action of the Senate in rejecting the Bill for the adoption of the scrutin de lisle, and Btrongly advocated the revision of the Senate's Constitution.
