WELLINGTON.
(From our own correspondent ) [By Telegraph ] This D -,y. I hear that Mr Sheehan's Bill for rescinding the abolition of tbe Provinces is likely to elicit a vigorous and protracted debate, and tbat the division will probably be very close, much more so than people generally anticipated, aa several Ministerial supporters are expected to vote for the Bill. It is not at all unlikely that the real bsttle cry at the coming election may be on this issue. Tbe feeling, or rather agitation, in favor of restoring Provincialism minus le^islari re powers is being quietly but sedulously wotked up, .".nd may at any time ssuime somewhat troublesome prop-rtions unless the Treasurer succeeds in e.iiciiir.g popular sympathy with !;is proposals. Tbe situation grows dailymore involved in vie.v of t^e i-umerous issues which are being gradually formulated.
