London, July 14. Telegrams from Sofia announce that Priace Alexander has issued a manifesto, setting forth hia future line of policy in the Government of the Principality. It announces that steps will be taken to bring about radical reforms m the public serrice. A National Assembly will be elected annually, and will meet to decide upon the budget and questions affecting the foreign relations of Bulgaria. The sui reme control over the internal affairs of the State will, however, be vested solely in the Prince. Arrived — Ship Endymion, from Lyttelton, sailed April 6.
