That no publicity was given to ifc, ia .imply (I wing to the fact tbat we bave found no authority in the Act to incur any expense in that direction. Touching the vacancy, I shonld like tt know how that is to be filled up. Under Provincial, rule the Superintendent had the power to nil Up Vacancies. We have no Superintendent now, and as the Act is altogether silent . on this point there may of course be ample scope for guessing, but what to do actually I for one will not undertake to say.— l am, &c, ...
