THE UNIVERSITY BOAT RACE. London, April 7. In the House of Commons to-day a Bill was introduced by the Government for the amendment of the Irish Land Laws. It was laid on the table and read the firßt time. The measure provides for tho creation of Courts of Law to fix rents, which shall thereafter remain unaltered for a period of. 15 years. Tbe Court will also undertake the regulation of land tenure and land sales. - A Commission will be appointed to make grants to facilitate emigration, and to assist tenants to purchase their holdings, and to buy land from landholders who are willing to sell. It will be optional with landlords and tenantsto evoke the aid of tho Courts. It is intended that the Act shall be partially retrospective. The total reserve of notes and bullion in the Bank of England is £15,400,000. There is an active demand for most descriptions of Australian bides, and prices are i of a penny higher. April 8. The Oxford and Cambridge University boat race took place to-day over the usual course on the Thames, and resulted in an easy victory for Oxford by three length*. Tenders for the Tasmanian loan of £300,000 at 4 per cent were opened to day and found to contain applications amounting to four times the sum requifsd. The loan will be allotted at £99 6a Bd. Tenders for a loau for the colony of Fiji of £150,000 bearing interest at 4J per cent were also opened to day apd the amount asked for was likewise found to be quadrupled. The whole loan will bs allotted at £99 10s. It is announced to day that the Duke of Argyle has resigned his position as Lord Privy Seal in the Miuistry. His Grace's resignation is due to a difference of opinion with his late colleagues aB to the provJ9ious of the Irish Land Bill which has been introduced into Parliament. The bulletin issued this morning states that Earl Beaconsfield's relapse has lefc him exceedingly weak, and uneasiness is expressed as to his Btate. Great and general anxiety is felt at the serious nature of his Lordship's illness. Romb, April 8. The Chamber of Deputies bas negatived the vote of confidence in the Ministry, and Signor Cariloli and hia colleagues have accordingly tendered their resignations to the Kiug.
