EDUCATION BOARD.

A special meeting of the Board wap held on Monday lasts rreserit : Messrs Catiipbell, Bsrnicoat, Rout, Graham, Malcolm, Wastney, and the Bishop of Nelson.

Kesolved, That the Board, after fully reconsidering the report of the Stationery Committee and Mr Jackson's answer thereto is of opinion that it is difficult and almost impossible to asceitain what is the exact, state of tho stock, as the property of the Board owing to the com plication and incompleteness of the returns of school iuateria), &c, supplied to the teacherß ; to go no further, \he very fir3t item in Mr Jackson's account shows an apparent B'irblu!; of i 2701) copy books on the shelves of 'the Board's stock-room beyond what the Board is entitied to. It has since, been ascertained from the discovery of mislaid receipts that this number (within 34) bad been received by Mr Jackson from the previous contractor. Tbe Board therefore considers that it is necessary to enter on an entirely new system and resolves that it be left to the sub- Committee to make such arrangements as it may ace fit with the 'contractor (should he bo willing) on tho basis of the immediate termination of his contract, and, whether the contract be terminated or not, to mnke arrangements for the removal of r.ll the stock belongiug to the Board to the room now ofl'ered for its use by the Government, where the looks and school material shnll remain in charj:e of the Secretary, and be by him distributed to the School Committees, and accounts of the same be kept in accordance with tho spiiit of the reo/Hmnendations of the sub-Committee as given in i lie report.

Kesolved, (1) That from the Ist January, ISSI, payment, bo made to the schoul fund of t-acl) (/'oininittce in February, May, August, and November ia each year oil the following scaic : — For any pcliool under the control hacing 100 children and over in average daily utundnuce l .')sCu per head per aunum ; SO and over, Os 6d per head ; 60 and over, 7s Gd; 40 and over, Ss Gd ; 30 and over, 9s 6d ; 2u and over, 10s (M ; less than 20, lls Gd.

(12) That from the above date the allowances hitherto made to School Committees cease, and that the expenses hitherto defrayed from this source be met from the school fund aa wall as the cost of all repairs, wells, fences, Sec.

(3) That all school books, maps, blackhoards, and other materials be charged to each Committee upon their requisition at prices fixed by the Board, and that the amount be deducted from the quarterly payment,

(4) That the School Committee be directed and required to charge for all school books at the same prices as the Committee pay to the Board, but that copy and exercise books be supplied to the scholars free iv the same manner as heretofore, provided that no copy books be given to any children who are uot sufficiently advanced as to bo prepared to pass Standard I.

(5) That the Committee may, in whole or in part, supply books free to any scholar whose parents or guardians it has reason to believe are prevented by poverty from purchasing the requisite books.

(G) That teachers be requested to immediately make up their account of books, &c., entrusted to them, with list of goods in stock, to send the same with the amount received from the sale of books to scholars to the Board's Secretary.

(7) That each teacher bo directed to submit his stock accounts to his Committee with a view to the goods being taken over by them and charged to their account on being returned into store.

Resolved, That notice be given to each Chairman of Committee of the above resolution, and he be informed that in future new books, &c., can only be supplied on the requisition of the Committee, subject to the approval cf the Inspector.

An amendmeut to the fourth resolution wa3 moved by Mr Wastney to the effect that all school books, Sec, be issued free as formerly, but was lost on a division. Aye : Mr Wastney, Noes : The rest of tho members present.

Resolved, That one copy of »11 books in use by the Board be placed in the Board joom, and that when the Inspector considers a new book necessary for use in the schools it ba laid before the Board.

The motion of which notice had been given with respect to travelling allowances being again made to members of the Board coming from a distance having been moved pro forma by Mr Wastncy, it was resolved uuauimously, that the Board sees no reason for altering the resolution with reference to travelling .ftxpenses of members which wbb arrived at when the reduction of teachers' salaries was made in August last. Resolved, That the Minister of Education be requested to obtain jthe opinion of the law officers of the Crown v; on the question submitted to the solicitors of the Board relative to the election of the Fern Flat Committee. Resolved, That all resolutions of the Board Btill binding, and affecting its administration be collected for convenient ref arence. Resolved, That a cheque be drawn in favor of Mr Jackson for the sum of £6'i 8a and be paid to him on school material account. NOTICE OF MOTION. Mv Gkatiaji— That members of the Board present when auy division is taken bo required to vote aye or nay.
