WAIMEA COUNTY COUNCIL.
Wednesday, 17th: Novekbkr,lßßo.. Council met. Present,all the members.The minutes of last meeting were read and confirmed. The question (postponed from the last meeting) of the withdrawal of the Waimea East and Stoke Su*v districts from the Waimea Highway District, and the creation of those Subrdiatricfcg into a separate Highway District in accordance with the prayer of a petition on the part of the ratepayers of thoßO Sub districts addressed to the Governor of the Colony (which petition bad been referred to the County Council for its opinion) was taken into consideration. After reading all the documents referred by Ibe Government to the Council together with a resolution passed by a public meeting held at Bright water and forwarded by its chairman, Mr Silcock in favor of each Sub-district having a Board of its own. It was proposed by Mr Shfiphurd, and seconded by Mr Phillips, That this Council does not wish to interfere in the settlement of a question not affecting, the welfare or interests of the County. This motion being negatived, it was on the motion of Mr Bird, seconded by Mr Macinahon, resolved, That as nine-tenths of the ratepayers of the Sub-di9tricts. of Stoke and Waitnea East have -signed a petition for separation from - the Waimea Highway JDistrict, this Council would not be justified in offering any objection to granting the prayer of the petition. Bird, seconded by,, Mr penpker, it was resolved, That the application of 'the Secretary of the Waimea Highway Board fey the sum of £35
for the purpose of carrying out certain works at the Appleby bridge as recommended ; by. the members of the Council and of the; Waimea Highway Board be granted. The application of the Waimea Highway Board for the sum of £200, the estimated half cost of rebuilding certain bridges in the Waimea Highway'district (the consideration of which had been postponed till after the visit of the deputation referred to above) was then considered. The letter of th c Secretary of the Waimea Highway Board specifying the bridges and. a rough estimate ; of tb,e costof cdhßtruc'tiQn in each case being 'read, -it was l on the motion of Mr Macmdhqn, seconded by Mr Phillips, resolved, That the Council feel bound to expend the very limited funds at its disposal chiefly "in urgently needed works on the great leading roads, while the, necessity for the works now under consideration is rather prospective than immediate and a considerable part «f the proposed expenditure would be on by•roads beyond the charge of the County, The Chairman stated that he bad, as instructed by the Council, arranged with the Poundkeeper of Richmond for carrying out repairs suggested by him in his letter read at the last meeting. : ' ; Eive tenders for dog collars and labels ai required by\ ' f 'The Dog . The Chairman was instructed to advertise. He was informed ; that the Council had no funds which they could devote : tb this purpose,. and :was referred to the-.Government, who had a sum at command for such purposes by vote' of the last Parliament. A letter from the Chairman (pro tern) of the Suburban ftoitn Highway Board "was read, giving information to the Council as to the. intended juode. of t outlay of . the ; sum of £50, for which that Board bad previously requested a ; vote, of the Council. Oh the motion of Mr Bird', seconded by Mr. Mac? niatioD, it was resolved, That the sum asked for be granted for the purpose stated in the letter-just read. .: ' ' ;'V, •, A letter from Mr W. Andrew, was read, complaining^ of the non-adherence on the part of the contractor for the Waimea We»t pound to the terms of the specification. • The Chairman stated that the sum of £22 2s' 6d,' being one half the sum disbursed for Charitable Aid' by the Council during the^ months of- August,* September; l and October, had just been received from the Government. Payments ordered : £1 to Mr Trower for attending Mr Blackett and pointing out the proposed new line of . road on^ Spooner'a Range ; also 10s for advertisements in-Evair-ing Mail in connection with the Licensing Act. rT A telegram addressed by the Government to Mr Hur'sthousei M.H R., was placed; before the Council, inquiring whether .the .County; Council would take over the Motueka wharf, and if so, on what terms. Ob the motion of. Mr Sbephard,secondedby Mr Macmahon, it was resolved, That ihe Council, is willing to, take over the Motueka wharf from the Gbvernment, and will, as soon: as possible, put itself in a position to propose the terms oh. which it would do so. . On the motion of Mr Wells, seconded by Mr Macmahon, it was resolved, That Mr 0. Parker be asked to advise the Council as to the cost of putting the wharf in safe condition and repair.' On the motionof Mr' Shephard, seconded by Mr ' Bird, it was resolved, That the Minister for Public Works be respectfully requested to cause that part of the road from Nelsori to: Westport and Greymouth from Bell Grove via Spooler's Range and Norris' Gully to have such improvements effected and to be put in such a state of repair out of vote 99 of l 4 The Immigration and Public Works.Appropriation Apt, 1880/' as would render it permanently useful.
