Regarding the fleet, Sir Charles Dilke iv replying to a question in the House of Commons to-day, as Under-Secretary for Eoreign Affairs, said that Admiral Seymour would command the naval squadron, but would consult with the other < o nmanders on questions coming under dispute being of a political character. He believed, however, that no coercion would be required. Latest advices from South America state that negotiations will be opened between Chili and Peru for the purpose of terminating the war. England and France are mediating between the belligerents.
