Mblßouene, Thursday. The Payment of Members Bill was read again under discussion, in the Legislative Assembly last night. An amendment proposed by Mr Murray Smith to exclude the payment to members of the Legislative Council was defeated on a division of 48 to 28. No progress was made with the measure and Mr Williams, the member in charge of it, threatened to abandon it unless the House dealt rapidly with it. There were angry scenes in the Chamber last night in consequence of the impediments placed in the way of the Bill passing. Sir Cunliffe Owen has resigned Ms position as one of the Commissioners for Great Britain to the Melbourne Exhibition, and Mr Herbert Sandford succeeds him.
